Alvin Rattray (1977-1981)
Mr Rattray pursed studies in Estate Management in the United Kingdom. He was employed to the Land Valuation Division and later became a partner in the Valuation Firm Chang Rattray. He and served as Chairman of the LEVS Advisory for over 10 years.

Lloyd Davis (1984-1987)
Mr. Lloyd Davis is a graduate of the University of Reading, Kingdom and is a senior partner in the firm Allison, Pitter And Company. Mr Davis’s affiliation and contribution to civic life and especially to the Kiwanis Club has spanned many years.
Kenneth Allison (1987-1990)
Mr. Kenneth Allison pursed studies in Estate Management in the United Kingdom and is a senior partner in the firm Allison, Pitter And Company.

Clinton Cunningham (1992-1994) & (2007-2013)
Clinton Cunningham pursued the BSc. in Estate Management at the University of Westminster (formerly Polytechnic of Central London). He served at the Land Valuation Department and was later employed to the Jamaica Industrial Development Corporation. He later joined the Life of Jamaica Property Management. Mr. Cunningham is currently the principal in the Clinton Cunningham and Associates and also a part time lecturer at the University of Technology, Jamaica.
Connel Steer (1994-1996)
A Graduate of the Royal College of Agriculture (RAC) in the UK, Connel Steer returned to work at the Land Valuation Department. He later served at the Jamaica Industrial Development Corporation before going into private practice as a partner at Allison Pitter and Association. Mr. Steer has served as a part time lecturer and Advisory Board member at the University of Technology, Jamaica.
Suzanne Lyon, now Lyon Josephs (1996-1998) & ( 1999-2001)
Susanne Lyon Josephs is Executive Vice President with Executive Real Estate Seminars, and Manager in the parent organization PATJO Appraisal Services, Inc. She is among the first graduates of the Diploma in LEVS and later pursued undergraduate studies at the University of Westminster (formerly Polytechnic of Central London. She served as Assistant Commissioner of Valuations and later served as Director of Estate Management at the National Land Agency. She later became the Director at the Jamaica National Heritage where she was responsible for the institution and management of several historic development.

Donovan Hayden (2001- 2002)
Graduated in 1983 from the LEVS diploma programme and later studied at North East London Polytechnic, (now University of East London). Mr Hayden served as a Regional Director at the Land Valuation Department and is the Director of Estate Management at the National Land Agency.
Norma Breakenridge (1998- 1999)
Ms. Breakenridge is the holder of the BSc. in Land Administration from the Polytechnic of the South Bank, England. Pursued post-graduate in Australia. She served at the Land Valuation Department as Senior Valuation Surveyor. She was later employed to the Life of Jamaica Property Management as its Manager. Currently operates the firm of Breakenridge and Associates. She has been asked to serve as Expert witness on many occasions.
Meet The Team
David Thwaites 2002-2007 & (2017-2019)
Mr. Thwaites is a Chartered Valuation Surveyor with over twenty (20) years’ experience in Valuation Surveying/ Property Appraisal and is a seasoned practitioner in the area of rural estate management. His qualifications include BSc in Agricultural Economics (U.S.A.) with a Post-Graduate Diploma in Rural Estate Management (Royal Agricultural College, England).
Currently, he is the principal in the firm David Thwaites and Company.
Eric Allen (2013- 2017)
Mr. Allen is a graduate of the Diploma in LEVS. He pursued studies Undergraduate studies at the University of Westminster (formerly Polytechnic of Central London. He was the recipient of the Commonwealth Scholarship where he completed MPhil at the University of Cambridge, United Kingdom. He was attached to Land Valuation Department as Regional director of Southern Region (Kingston and St. Andrew, St. Thomas and St. Catherine). Currently serves as Commissioner of Land Valuations, National Land Agency.
